Earls Colne Neighbourhood Plan - Adopted July 2025
At a meeting of Full Council on the 21st July 2025 it was agreed that the Earls Colne Neighbourhood Plan should be “made” and become part of the development plan for Braintree District.

Work to produce the plan:
A Neighbourhood Area application was submitted to Braintree District Council by Earls Colne Parish Council for the parish of Earls Colne in February 2019 under The Neighbourhood Planning (General) Regulations (2012) as amended. The application was approved on the 5th March 2019.
The decision was made on the basis that the applicant was Earls Colne Parish Council, who as parish Council are a relevant body, and the area applied for was the whole extent of Earls Colne Parish.

The Earls Colne Regulation 14 Consultation took place between 21st October and 2nd December 2023. Details can be found on the Earls Colne Parish Council website.
In September 2024 Earls Colne Parish Council submitted a Neighbourhood Plan for the parish (under Regulation 15) to Braintree District Council, along with 3 supporting documents:
- Basic Conditions Statement
- Consultation Statement
- Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment (HRA)
Braintree District Council undertook a Regulation 16 consultation of the Earls Colne Neighbourhood Plan between 2nd October and 5pm on 15th November 2024.

Regulation 17 – In November 2024 Braintree District Council in consultation with Earls Colne Parish Council appointed the independent examiner Mr Derek Stebbing to examine the Draft Earls Colne Neighbourhood Plan.

Earls Colne Neighbourhood Plan Referendum 3 July 2025: Declaration of results
The Examiner’s report on the Draft Earls Colne Neighbourhood Plan was received in March 2025.
Following the report, Braintree District Council confirmed by delegated decision that The Earls Colne Neighbourhood Plan (The Plan) meets the basic conditions and other legislative requirements, and should proceed to a Neighbourhood Planning Referendum.
A referendum was held on Thursday 3rd July 2025
