Background to Section 1 Submission for Examination
The North Essex Authorities have received the Inspectors Report and Schedule of Main Modifications for the Section One Joint Local Plan. These documents and a covering letter are available to download:
The North Essex Authorities have agreed that the draft shared strategic Section 1 Plan should continue with main modifications as recommended by the Inspector in accordance with section 20 (7C) of the Planning and Compulsory Purchase Act 2004.
A 6 week Consultation on the Proposed Main Modifications was carried out between 27th August and 5pm on Friday 9th October 2020.
All relevant comments received during the consultation period will be considered by the Planning Inspector before the modifications are finalised.
Further examination hearings - IED018 was held from the 14th to the 30th January 2020 at the JobServe Community Stadium (formerly Weston Homes Community Stadium), United Way, Colchester, CO4 5UP. A link to the Further Hearings audio recordings can be accessed under related items.
The North Essex Authorities have undertaken a Technical Consultation on the Additional Sustainability Appraisal, additional evidence base documents and the suggested amendments to Section 1. The Consultation ran until 5pm on Monday 30th September 2019. All the comments received have been uploaded and can be read on the portal, and have been forwarded to the Inspector for his consideration.
The Inspector produced an Explanatory Note (IED016) to accompany the consultation. The Explanatory Note sets out the context for the consultation and explains the next steps that are expected to occur in the examination.
Braintree District Council, Colchester Borough Council and Tendring District Council have been working together on the strategic cross boundary issues for North Essex. This has resulted in a strategic section 1 which is shared by all three local planning authorities within their Local Plans. The section 1 includes policies on strategic cross boundary issues including infrastructure and housing numbers and includes proposals for three new Garden Communities.
The Section 1 Local Plan is currently subject to a joint examination by an inspector appointed by the Secretary of State for Communities and Local Government.

The evidence base to support the section 1 Local Plan is made up of jointly produced documents and documents related to individual local planning authorities.
Information on the section 2 examinations, which will consider individual local authority policies and allocations and will take place after the joint section 1 examination, can be found on the individual local authority websites.
