About the hearing
The Planning Inspectorate has received a planning appeal relating to a site at Towerlands, Panfield Road, Braintree.
The appeal is against the Non-determination of an application for outline planning permission, for the erection of up to 150 dwellings with access to be considered at ‘Towerlands Park Phase 2’. The appeal has been made by Parker Planning Services.
The Secretary of State has appointed a Planning Inspector.
The Hearing will start at 10:00am on 11 March 2024 to determine this appeal.

Hearing Attendance Information
Prior to the commencement of the hearing, if you would like to give your views as a third party, you must contact the Planning Inspectorate Case Officer.

You should also include the Planning Inspectorate reference in your email to the Case Officer.
Participation is at the Planning Inspector’s discretion.
Joining the hearing
Before deciding whether to take an active part in the hearing, you need to think carefully about the points you wish to make.
All representations sent during the assessment of the planning application and appeal stage will be taken into account by the Inspector and re-stating the same points won’t add any additional weight to them.
If you feel that taking part in the Hearing is right for you in whatever capacity, you can participate in a number of ways.
If you just wish to observe the event, you can do so:
- in person by visiting the Council’s Offices
If you would like to participate in the Hearing, for example to give your views, you can do this too.
In order to participate, you will need to visit the Council Offices and be present during the event.

Please make clear in your response the particular topic areas you are interested in.
If you will be visiting the Council Offices either to observe or participate in the Hearing, and you have additional access requirements, the Council has adequate provisions to accommodate your needs.
If you want to take an active part but feel unable to for any reason, and/or the points you want to make are not covered in the evidence of others, consider whether someone else could raise them on your behalf.
Registered participants in whatever capacity will receive individual joining instructions, providing details of any requirements, guidance and support.
