Excess waste procedure

Excess waste refers to additional waste in bags, boxes or loose rubbish that is presented either alongside or on top of grey bins. Households with grey bins are required to contain their residual waste within the bin and present it for collection with the lid closed.

After 1 April 2024 any additional waste presented will not be collected. Where residents leave out excess waste, the following procedure will apply:

Step 1

On the first occasion the bin will be emptied, and the excess waste removed as a ‘one-off’. Our crews will place a sticker on the handle of the bin explaining that we will stop collecting excess waste from 1 April 2024. We will send a letter asking them not to put out excess waste for collection, offering advice and guidance on managing waste if required.

Step 2

The bin will be emptied, but the excess waste will be photographed and left. Our crews will place a sticker on the handle of the bin explaining why the excess waste was not taken. We will send a letter to the resident asking them not to put out excess waste for collection, offering advice and guidance on managing waste if required.

Step 3

The bin will be emptied, but the excess waste will be photographed and left. Our crews will place a sticker on the handle of the bin explaining why the excess waste was not taken. The address will be referred to our Waste Minimisation & Recycling Team for personal intervention to engage with the resident and offer support.

Step 4

The bin will be emptied, but the excess waste will be photographed and left. Our crews will place a sticker on the handle of the bin explaining why the excess waste was not taken. The address will be referred to our Street Scene Protection Team to investigate as an unauthorised deposit of waste under S.87 of the Environmental Protection Act 1990 part IV which may result in the issue of a Fixed Penalty Notice (FPN).

Step 5:

In the event of non-payment of a FPN by the due date, the resident may face prosecution.
