Parking accounts

We publish information about parking accounts and Penalty Charge Notice revenue.

Essex County Council (ECC), the Highway Authority handles on-street parking provision and enforcement.

ECC has given this function to the North Essex Parking Partnership (NEPP) Joint Committee.

NEPP consists of:

  • Braintree District Council
  • Colchester Borough Council - who is the lead authority for the partnership
  • Epping Forest District Council
  • Harlow Council
  • Tendring District Council
  • Uttlesford District Council

The Joint Committee manages NEPP's single parking account. The Joint Committee handles dealing with any surplus or deficit. The Joint Committee manages all surpluses as per Section 55 of the Road Traffic Regulation Act (RTRA) 1984.

Funds from parking enforcement activity in Braintree go into the NEPP single parking account. We have no direct control of this account.

The NEPP produces an annual report. The report gives a breakdown of the enforcement activity and financial performance in each of the partner areas.
