About the Inquiry
The Planning Inspectorate has received an appeal against an application for planning permission relating to a site Land Braintree Road, Tye Green, Cressing.
The appeal is against the Council’s refusal of outline planning permission, with all matters reserved, except access, for the erection of 350 residential dwellings, with public open space, landscaping and sustainable drainage system (SuDS) and land for an early years/nursery facility and associated infrastructure.
The Secretary of State has appointed a Planning Inspector.
The Public Inquiry will start at 10:00am on 22 September 2026 to determine this appeal, and will last for around 8 days.

Prior to the commencement of the Inquiry, if you would like to give your views as a third party, you must contact the Planning Inspectorate Case Officer.

You should read all of the Inquiry Attendance Information before contacting the Planning Inspectorate Case Officer.
You should also include the Planning Inspectorate reference in your email to the Case Officer.
Participation is at the Planning Inspector’s discretion.
Joining the Inquiry
Before deciding whether to take an active part in the Inquiry, you need to think carefully about the points you wish to make.
All representations sent during the assessment of the planning application and appeal stage will be taken into account by the Inspector and restating the same points won’t add any additional weight to them.
If you feel that taking part in the Inquiry is right for you in whatever capacity, you can participate in a number of ways.
If you just wish to observe the event, you can do so:
- in person by visiting the Council’s Offices
If you would like to participate in the Inquiry, for example to give your views, you can do this too.
In order to participate, you will need to visit the Council Offices and be present during the event.

Please make clear in your response the particular topic areas you are interested in.
If you will be visiting the Council Offices, either to observe or participate in the Inquiry, and you have additional access requirements, the Council can make reasonable arrangements to accommodate your needs.
If you want to take an active part but feel unable to for any reason, and/or the points you want to make are not covered in the evidence of others, consider whether someone else could raise them on your behalf.
Registered participants in whatever capacity will receive individual joining instructions, providing details of any requirements, guidance and support.
