Salary/Grade: Grade 2/3 - NB: progression to Grade 3 is dependent on achievement of required job role competencies and successful completion of the Institute of Revenues, Rating and Valuation (IRRV) qualification

Job purpose

To carry out the functions and processes required for the accurate maintenance of the Revenues database.

Issuing Demands and Invoices for Council Tax, Business Rates and Sundry Debtors.

Undertaking collection processes for  Council Tax, Business Rates and Sundry Debtors

Principal Accountabilities

  1. Ensure telephone and counter enquiries of both general and complex nature are correctly dealt with in accordance with Council policy.  Ensure that filing and processing of replies is carried out through electronic workflow.
  2. Issue and dispatch demand notices, invoices, statements, recovery notices and summonses for Council Tax and Business Rates and Sundry Debtors.
  3. Maintain the Council Tax, Business Rates and Sundry Debtor person/property database ensuring that it is accurate in accordance with all current information.
  4. To undertake all recovery and revenues processes, including computer amendments in accordance with the notifications and information received.
  5. Maintain the reviewing of all reliefs, discounts and exemptions in Council Tax and Business Rates.
  6. To undertake inspections of properties to ensure the Council Tax and Business Rates of new properties are reported in a timely manner.
  7. Process correspondence and information received.
  8. Process recovery proceedings, as necessary, including attendance at Magistrates’ Court and County Court when necessary. 
  9. Provide assistance at year end in relation to Revenues, Recovery and NDR accounts
  10. To undertake any other Revenues related duties as required.
  11. Liaise with bailiffs and credit agencies regarding debt recovery.
  12. Liaise with internal departments regarding debt recovery.
  13. To be mindful of individuals who may be identified as vulnerable and to notify such persons to the Vulnerable Welfare team

  • Any other duties as required to support the business, including maintaining business continuity and during civil emergencies. All staff may on occasions be called upon to support the Council to deal with emergency situations affecting the community we serve. In the event of an emergency or a rehearsal for such an event, you may be required to attend at times and at locations outside of the normal hours and duties of the post and to adopt duties directed by the Chief Executive or their nominated representative for the duration of the emergency.
  • Any other associated duties detailed by Head of Service or his representative.
  • To advise Line manager if, at any time, the above duties and responsibilities cannot be performed.

Experience and qualifications

  • Experience of delivering excellent customer service
  • Experience of providing administrative support in a financial setting
  • Willingness and interest in studying for a professional qualification in Revenues, Rating and Valuation (IRRV) – NB There is a requirement in this job role to study for and successfully pass the IRRV qualification
  • Track record of learning new systems and processes.
  • Experience of numerical accuracy and financial data processing

Skills and knowledge

  • Strong Computer/IT skills including experience of using IT systems, financial administration
  • Data security knowledge and awareness
  • Proven ability to work as part of a team.
  • Ability to deal efficiently and effectively with customer enquiries by telephone or in writing with the ability to draft clear correspondence on financial matters
  • Awareness and/or knowledge and understanding of relevant Council Tax and Business Rates legislation
