Job Details

Job title: Sustainable Energy Officer (Permanent, Part time)

Salary/Grade: Grade 3

Service: Environmental Services

Reports to: Sustainability Manager

Job purpose

This part time post will support the Council’s environmental plans and strategies through delivery of the Council’s programmes, projects and schemes including energy and carbon reduction, fuel poverty, sustainable transport and climate change.

Principal Accountabilities

  • To assist with the provision of advice within the Council and to the public on all aspects of energy efficiency, sustainable transport, fuel poverty and sustainable energy.
  • Give advice and support to the public on applying for energy saving grant schemes for domestic energy efficiency measures and reducing utility bills
  • Represent the Council at meetings on energy and fuel poverty
  • Ensure key information is kept up to date to allow for successful programme management, by measuring, gathering, monitoring data and to inform energy and carbon reduction, fuel poverty and climate change performance indicators and targets
  • Collate and provide data for monthly, quarterly and annual performance reporting to Members
  • To actively seek to reduce energy consumption across the Councils estate and operations
  • To actively support seeking external schemes and grant funding opportunities by assisting in the preparation of feasibility reports and grant applications
  • Assist in the development of new projects supporting the preparation of business cases, procurement processes and contract management ensure that schemes are delivered within approved parameters.
  • Respond to environmental FOI requests and public enquiries across the Council ensuring they are completed within the required timeframes

  • Any other duties as required to support the business, including maintaining business continuity and during civil emergencies.
  • To apply and actively promote the principles of the Council’s Safeguarding Procedure in all areas of employment and service delivery.

Skills, Knowledge and Experience

Experience and qualifications

  • Experience in energy management in the public or private sector
  • Experience in collaborative partnership working
  • Experience in grant application processes
  • Experience in data monitoring, analysis, collation and presentation.
  • Experience in local authority procurement and financial processes
  • Experience of working in the public sector
  • Experience of data monitoring analysis and interpretation of data

Skills and Knowledge

  • Excellent written and verbal communication skills.
  • High level of IT skills with a good understanding of Microsoft Office 365 packages including competence in use of spreadsheets, databases, word processing and presentation packages.
  • Experience of using software to monitor project performance.
  • Advance time management and analytical skills.
  • Strong organisational skills including multi-tasking skills.
  • Ability to manipulate, analyse, and present data with high numerical content in appropriate forms.
  • A good knowledge and understanding of a range of energy efficiency, renewable energy, sustainable transport, fuel poverty and environmental sustainability issues.
  • Good knowledge of national energy efficiency schemes
  • Knowledge of the range of functions of local government  
  • Flexibility and the ability to prioritise in order to deal with conflicting demands and unpredictable ad-hoc information requests
