Job title: Contracts and Projects Technical Officer

Job purpose
To support the Contracts & Projects Manager in all planning, implementation and delivery of contracts and projects assigned to Operations, ensuring these are undertaken in full compliance with corporate policies and procedures of the Council (e.g. Standing Orders, Financial Regulations, Equalities and Health and Safety).
To plan and manage the inspection programmes and maintenance of operationally managed areas within the district, including but not inclusive of roundabouts, car parks and footpaths.
To support the booking process for events on the Council’s Parks and Open Spaces ensuring organisers provide evidence of compliance with all health and safety and statutory and regulatory requirements.
To assist with the Cemeteries Service 5 year rolling programme of memorial testing, ensuring that compliance is maintained in all health and safety matters and other relevant legislation.
Principal Accountabilities
- To support the Projects and Contracts Manager with all internal and external contracts and projects across a wide range of functions related to Operations services. Ensure compliance with all relevant regulations, procurement and governance, policies and procedures, to ensure a consistently high standard is achieved when procuring goods and services.
- To plan, programme and manage the routine safety inspections of the Council’s Pay and Display car parks, and arrange any repair works as required.
- To plan and manage the routine inspections of (sponsored) Roundabouts and arrange works with the contractor ensuring they meet the standards required to enable commercial sponsorship agreements with third parties.
- To assist in managing the footpath inspection programme, recording all defects and arranging the necessary repairs.
- To provide support in the management of the Traffic Regulation Order (TRO) and Temporary Traffic Regulation Order (TTRO) processes and provide technical responses to members of the public, town and parish councils and county / district councillors. You may also be required to present summary consultation reports (TRO and TTRO’s) to relevant Cabinet members.
- To assist in managing the safety testing of memorial stones in the Council’s cemeteries, ensuring that all processes and protocols are adhered to in line with the ICCM guidelines.
- To plan and manage the annual programme for Events on public open spaces within the District, acting as coordinator and liaising with other departments e.g. Licensing, to ensure that applicants comply with the Council’s Terms and Conditions.
- To project manage small projects, including managing/tracking the finances, any procurement and governance aspects, organising meetings, preparing agendas and minutes, and providing regular updates to the Projects and Contracts Manager.
- To keep up to date with all relevant Procurement and Governance guidance regarding procedures and processes that must be adhered to, ensuring that all work is completed within agreed timescales and budgets and to a high standard.
- To provide information, using databases and other sources of information as required, to enable statutory returns to be completed e.g. Freedom of Information requests.
- To respond to all customers in a prompt, efficient and courteous manner, ensuring that messages are relayed to the appropriate officer(s) for action.
- Raise orders using the Council’s e-procurement systems and process invoices.
- To assist in relief duties in the absence of colleagues within the Strategy and Business Development Team.

All staff may on occasions be called upon to support the Council to deal with emergency situations affecting the community we serve. In the event of an emergency or a rehearsal for such an event, you may be required to attend at times and at locations outside of the normal hours and duties of the post and to adopt duties directed by the Chief Executive or their nominated representative for the duration of the emergency.
- Any other associated duties detailed by Head of Service or his representative.
To advise Line manager if, at any time, the above duties and responsibilities cannot be performed.

Experience and Qualifications
- HNC level, Level 4 qualification or equivalent in relevant subject area.
- Proven experience in Project and Contract Management.
- Relevant experience of working in a busy office environment, under pressure and meeting tight deadlines.

- Excellent IT skills across MS Office and related tools, including Word, Excel, Outlook and databases.
- Strong interpersonal skills to influence, challenge and manage the expectations of stakeholders.
