3.1. Changes to the constitution will only be approved by the full Council after consideration of the proposal by the Cabinet or a sub-committee or working group of the Cabinet.
3.2. The Monitoring Officer may make amendments in accordance with their delegations, particularly to include; amendments to the Leaders Scheme of Delegation, updating of job roles, index linking of figures, and purely typographic corrections, Provided that any revisions are documented as an Officers Decision.
