1.1. The purpose of the Committee is to act for the Council in respect of licensing, registration and environmental protection functions. The Committee's powers include the power to:-
1.1.1. discharge the licensing functions on behalf of the Licensing Authority, as determined under the Licensing Act 2003 and Gambling Act 2005; in practice this will normally be undertaken by a Sub-Committee known as the Licensing Sub- Committee Hearing;
1.1.2. determine licences for hackney carriages/private hire vehicles and their drivers and operators; in practice this will normally be undertaken by a Sub-Committee known as the Drivers’ Panel; and
1.1.3. to determine licences for market and street trading etc.
