3. Chairing the Council Meeting - Constitution - Chapter 1, The Articles

3.1. The Chairman will have the following functions:-

3.1.1.  To preside over meetings of the Council so that its business can be carried out efficiently and with regard to the rights of Councillors and the interests of the community;

3.1.2.  To ensure that the Council meeting is a forum for debate of matters of concern to the local community and the place at which Members who are not on the Cabinet are able to hold the Cabinet to account;

3.1.3.  To uphold and promote the purposes of the Constitution and to interpret the Constitution when necessary; and

3.1.4.  To promote public involvement in the Council’s activities by recognising and thanking those individuals and organisations who have brought success to the District.
