1.1. The purpose of the Chairman of the Council is to act as a symbol of the Council’s democratic authority and as the ceremonial head. They will during their term of office:-

1.1.1.  Be non-political and uphold the democratic values of the Council; and

1.1.2.  Represent the Council at civic and ceremonial functions.

1.2.  The Chairman of the Council and their Vice Chairman will be appointed annually by the Council at the Annual General Meeting.

1.3.  The appointment will be for a single municipal year, however, there is no bar on a Chairman or Vice-Chairman serving in any future year.

1.4.  The Chairman or Vice-Chairman may not also hold office as the Leader, Deputy Leader or a Member of the Cabinet during their term of office.
