3.1. Those on the electoral register have the right to vote at elections (subject to any restrictions in legislation) and to sign a petition to request a referendum for an elected mayor.
3.2. All citizens who live and/or work in the District have the right to submit a petition in accordance with the Petition Procedure Rules.
