3.1. Interpretation

3.1.1.  Where the Constitution permits the Council to choose between different courses of action, the Council will always choose that option which it thinks is closest to the purposes stated above.

3.1.2.  The Monitoring Officer will give advice and guidance on the Constitution and its operation. Such interpretation will have regard to the purpose of this Constitution as set out in 2 above.

3.1.3.  The ruling of the Chairman of the Council as to the construction or application of this Constitution or as to any proceedings of the Council shall not be challenged at any meeting of Council. Such interpretation will have regard to the purposes of this Constitution as set out in 2 above.

3.2. Suspension

3.2.1.  The Articles of this Constitution may not be suspended.

3.2.2.  The Council Procedure Rules may be suspended to the extent permitted within the Rules and by law and carried out in accordance with the procedure contained within the relevant set of rules. Any suspension of the Rules must be for the purposes of achieving an effect consistent with the purposes of this Constitution as set out 2 above.

3.3. Review & Publication

3.3.1.  The Council will monitor and evaluate the operation of the Constitution as set out in Article 16 section 3.

3.3.2.  The Monitoring Officer will ensure that a current copy is available for inspection at the Council offices, and placed on the Council’s web-site. A paper copy can be purchased on payment of a reasonable fee.
