Tha Corporate Director (Sustainable Development), In consultation with the cabinet Member for Corporate Services and Asset Management and the Corporate Director (finance) to authorise the disposal of land and the entering into contracts for the provision of utilities, services and as relevant the adoption of highways or other infrastructure, and to enter into legal agreements for the design and construction of infrastructure and site facilities;

Decision

To enter into a Pre-Contract Services Agreement (PCSA), with Balfour Beatty, to progress detailed design and enabling works, in preparation for delivery of infrastructure. 

Reason for decision

Further to completion, of the Scape Framework, feasibility process, Balfour Beatty have presented an acceptable programme and a budget which lies within the budget, and delegated authority, approved at the 8th July 2019 Cabinet meeting. The PCSA is a necessary next step to maintain programme and to quantify the potential for further value engineering. The programme is of critical importance for identified end-users, secured via Marshgate Developments, and for delivery of the Gridserve forecourt
