About the New Local Plan

*Local Plan 2013- 2033 - Section 2 was adopted by Council on 25th July 2022 (Section 1 was adopted in 2021). This has the effect of replacing the Local Plan Review 2005 and Core Strategy 2011*

 

The Emerging Plan is the Local Plan 2013-2033 

The Local Plan 2013-2033 is a document in 2 sections which includes all major planning policy for Braintree District. It replaces both the Core Strategy (2011) and the Local Plan Review (2005). 

Section 1 is a strategic plan for North Essex. It was adopted by Braintree District Council in February 2021. It is shared with Colchester and Tendring Councils and covers all three authorities. Section 1 has replaced a number of the strategic policies contained within the Braintree District Core Strategy, adopted in 2011 .

Section 2 contains policies, maps and sites for development, housing, employment, regeneration etc within Braintree District Council.   

The Braintree District Local Plan Review (2005) and Core Strategy (2011) have been replaced in full on the formal adoption of Section 2 of Local Plan on 25th July 2022 - which contains further specific local policies and proposals applicable to the Braintree District only.

One of the main requirements in the NPPF is for local authorities to significantly boost their supply of housing and this applies across the Country. A document called a Strategic Housing Market Assessment (SHMA) helps the Council work out how many houses are needed and of what type. Following an update in November 2016  the Local Plan target for new homes in the District is based on an annual average of 716 homes for the plan period 2013-2033.

As we have to plan for a larger number of new homes in the District, the Council will need to look at larger sites. This includes urban extensions like Great Notley which was built in the early 2000s.

The Local Plan is not just about new homes but must ensure that housing growth is supported by infrastructure, jobs and community facilities. The Council works with key stakeholders such as the NHS, education and highways authorities to ensure that vital community facilities such as schools, GP surgeries and roads and public transport links are in place to support existing residents as well as new communities. Open spaces and community facilities are also protected and new spaces and facilities are supported.

An important part of the Plan is promoting economic growth and prosperity in the District. The Plan ensures that land is available to support new employment areas and that the right jobs can be provided in the right places for local residents.

The Council also works with other local neighbouring authorities to ensure that any cross boundary issues are dealt with appropriately and to ensure that growth across all authorities can be delivered effectively with the necessary infrastructure improvements.

Background - prior to work on the 2013-2033 Local Plan

At the Full Council meeting on 30th June 2014, Councillors took the decision not to submit the Site Allocations and Development Management Plan to the Planning Inspectorate for examination, but to instead begin work immediately on a new Local Plan which sets out the Council's strategy for future development and growth up to 2033.

The work completed on the Site Allocations and Development Management Plan and the comments which were received were rolled forward into the new Local Plan. It was therefore not the intention to review in detail all the decisions relating to minor site allocations and settlement boundary changes which have been agreed by the LDF Sub Committee and Council over the previous two years.
