The New Plan

The New Local Plan will include all major planning policy for the District in a single document and will need to meet the requirements of the National Planning Policy Framework (NPPF). Once complete it will replace both the Core Strategy (2011) and the Local Plan Review (2005). 

A Local Plan is the basis for the future development of homes, employment and business sites while protecting the countryside. Planning applications, whatever their size and proposed use, are assessed for approval against the policies contained in the Local Plan.

Just like other areas in the country, we're working on a new Local Plan for the district.

Having one is really important because it sets the direction for our future development of sites but it also it gives us more power to stop inappropriate development.

We know need to build more homes so that our children and grandchildren can find homes to suit them.... with the homes that already have planning permission we're looking to allocate land for around 10,000 homes as well as the infrastructure, employment and community facilities to support them.

We want your views so please get involved and tell us what you think... It will then be submitted to the Planning Inspectorate and subject to an independent public examination.

One of the main requirements in the NPPF is for local authorities to significantly boost their supply of housing and this applies across the Country. A document called a Strategic Housing Market Assessment (SHMA) helps the Council work out how many houses are needed and of what type. Following an update in November 2016  the Local Plan target for new homes in the District is based on an annual average of 716 homes for the plan period 2013-2033.

As we have to plan for a larger number of new homes in the District, the Council will need to look at larger sites. This could include urban extensions like Great Notley which was built in the early 2000s, or new settlements which could follow Garden City or Garden suburb designs.

The Local Plan is not just about new homes but must ensure that housing growth is supported by infrastructure, jobs and community facilities. The Council will be working with key stakeholders such as the NHS, education and highways authorities to ensure that vital community facilities such as schools, GP surgeries and roads and public transport links are in place to support existing residents as well as new communities. Open spaces and community facilities will also be protected and new spaces and facilities will be supported.

An important part of the Plan will be promoting economic growth and prosperity in the District. The Plan will need to ensure that land is available to support new employment areas and that the right jobs can be provided in the right places for local residents.

The Council is also working with other local neighbouring authorities to ensure that any cross boundary issues are dealt with appropriately and to ensure that growth across all authorities can be delivered effectively with the necessary infrastructure improvements.

At the Full Council meeting on 30th June 2014, Councillors took the decision not to submit the Site Allocations and Development Management Plan to the Planning Inspectorate for examination, but to instead begin work immediately on a new Local Plan which will set out the Council's strategy for future development and growth up to 2033.

The work completed on the Site Allocations and Development Management Plan and the comments which have been received have been rolled forward into the new Local Plan. It is therefore not the intention to review in detail all the decisions relating to minor site allocations and settlement boundary changes which have been agreed by the LDF Sub Committee and Council over the last two years.
