4.1. A “key decision” is a significant decision that is legally within the power of the Cabinet to make and has not been reserved for decision by Council or delegated to a Committee or officer by the provisions of this Constitution.
4.2. For the purposes of this Article, a decision is “significant” if it meets the financial or community impact criteria.
4.2.1. Financial – A decision that will result in the Council:-
4.2.1.1. Incurring potential revenue expenditure or savings over £50,000.00;
4.2.1.2. Incurring potential capital expenditure or savings over £100,000.00;
4.2.2. Community Impact – A decision that is significant in its effects on communities living or working in an area comprising two or more wards in the District of Braintree. That is a decision where:-
4.2.2.1. A significant number of users of the service in the ward(s) will be affected and/or;
4.2.2.2. An impact that will last for a number of years or be permanent; and/or
4.2.2.3. A significant impact on communities in terms of environmental and social well- being.
