A Short Guide to Private Hire Vehicles (PHVs), and How They are Licensed *
Taxi cab
Illuminated Signs

PHVs are NOT permitted to display illuminated roof signs.

Pre-booking

PHVs are NOT licensed or insured to be flagged down or hired from taxi ranks.

These vehicles MUST be pre-booked through a private hire operator's office, whether by telephone or in person by the hirer.

The Cost of Hiring a PHV

These vehicles do not need to have a fare meter fitted and fares are not controlled by the Council.

Where meters are fitted voluntarily no more than the fare shown on the meter may be charged and a fare card showing how the fare is calculated must be displayed in the vehicle.

Negotiate the fare with the company when booking.

Licence Display

PHVs must display a yellow plate on the rear of the vehicle to show the vehicle colour, registration, the licence number and the number of passengers the vehicle is allowed to carry.

The plate also shows the licence expiry date.

Operators of PHVs

PHV journeys must be pre-booked through an operator licensed by the District Council.

Licences are only issued to operators who are fit and proper persons who understand the relevant laws. Licensed operators must ensure, as far as possible, that drivers and vehicles working through their company comply with all licence conditions. Private Hire Operators communicate with the public in person or by telephone and with their drivers in person or by two-way radio. Licensed operators are responsible for providing a safe and courteous service to their clients at the times and places required.
