The Act establishes a single integrated scheme for licensing premises which are used for the sale or supply of alcohol, to provide regulated entertainment, or to provide late night refreshment.
Permission to carry on some or all of these licensable activities is now contained in a single license — the premises license.
Responsibility for issuing Premises licenses rests with local authority (previously- Justices of the Peace). The Council has to establish a Licensing Committee, which acts in a “quasi-judicial” capacity under the Act to resolve any issues relating to the licensing of a premises.

The aims of the new legislation are to:-

1. Reduce crime and disorder

2. Encourage tourism

3. Reduce alcohol abuse

4. Encourage the self-sufficiency of local communities

5. Reduce the burden of unnecessary regulation on business

This will be achieved by focusing on the four overarching Licensing Objectives which are:-

1. The prevention of crime and disorder

2. Public safety

3. The prevention of public nuisance

4. The protection of children from harm

You may need a licence from the Council if you do any of the following:

Sell or supply of alcohol
Provide regulated entertainment
Provide facilities to allow regulated entertainment to take place.
Provide late night refreshment
